| 摘 要： | 陕西城市文化产业发展的软环境状况较差,制约着陕西城市文化产业的发展。因此,我们只有从实际出发,针对陕西城市文化产业发展的软环境存在的问题,从陕西城市文化产业发展的政府管理行为、政策、管理体制、法制、市场体系、企业文化和人力资源、成果转化和企业孵化环境、城市形象和开放程度等方面,加强陕西城市文化产业发展的软环境建设,走出一条有陕西特色的城市文化产业发展道路。

| Abstract: | The soft circumstance of urban cultural industry in Shaanxi is so weak that its development is restricted. According to the problems of urban cultural industry in Shannxi, researching on the environmental construction of some aspects such as policies, management system, legality, market, labor resource, achievement transform, enterprises development and so on, we should start from the reality, strengthen the soft circumstance construction of urban industry, and take the way of development with Shaanxi characteristics. |
