海峡西岸经济区农村人力资本投资研究

＂十一五＂时期是福建省全面建设小康社会、加快海峡西岸经济区建设的关键时期。要提高广大农民抗贫穷能力,走上增收致富之路,最根本的就是要加大农村地区的人力资本投资。运用社会分层、人力资本等相关理论,采用理论分析与实证分析、逻辑推理与统计分析相结合的研究方法,认为人力资本投资不足是制约农民素质提升的关键。在该观点的基础上,以海峡西岸经济区为例,从教育投资、培训投资、健康投资、迁移投资四个方面,对农村人力资本投资进行了分析,提出了加大农村人力资本投资,推动城乡和谐发展的政策建议。

Study on Human Capital Investment of Rural Areas in Economic Zone on Western Coast of Taiwan Straits

＂The 11th Five-year Plan＂ period is the critical period for Fujian province to build a well-off society in all respects and quicken the construction of Economic Zone on the Western Coast of the Taiwan Straits.It is the essential way to increase the human capital investment in rural areas so as to improve farmers＇ ability to fight against the poverty and walk up the road to increase their income.Based on the research methods,such as the combination of theoretical analysis and empirical analysis,logical reasoning and statistical analysis,this paper points out that the shortage of human capital investment is the key to restrict the improvement of farmers＇quality.Taking ＂Economic Zone on the Western Coast of Taiwan Straits＂ for example,this paper analyzes human capital investment in rural areas from the following four points：education investment,training investment,health investment and mobility investment.Finally,this paper puts forward some relevant policy suggestions on how to increase the human capital investment in rural areas and push forward the harmonious development in cities and rural areas.
