| 摘 要： | 十六大以后 ,青海省经济得到加快发展 ,东西部差距不断缩小 ,然而 ,青少年犯罪形势依然十分严峻 ,在一定程度上阻碍着当地小康社会的建设步伐。因此 ,必须要以人为本 ,不断提高青少年的素质 ,积极探索预防青少年犯罪的新途径 ,全面推进小康社会的发展

| Abstract: | After the 16th CPC National Congress,the gap between the Eest and the West is gradually reduced,however,the situation of juvenile delinquency is still pregnant with grim possibilities,and hinders the constructive steps of the well-off society in the locality to a certain degree.only by enhancing constantly the cultural quality of youngsters and exploring actively the new ways to prevent the juvenile delinguency can we give impetus to the development of the well-off society in an all-round way. |
