| 摘 要： | 随着全国不同区域主体功能的划分，需要构建双重生态补偿机制，包括生态修复补偿和生态贡献补偿机制。生态修复补偿实行谁破坏谁补偿原则，分为自行补偿和委托补偿、等量补偿和加倍补偿等方式；生态贡献补偿遵循共建共享原则，以上级财政转移支付为主要补偿途径，需要合理确定补偿水平。

| Abstract: | The classification of zones with different principal functions calls for the establishing of dual compensation mechanism of ecological restoration and contribution.The ecological restoration compensation includes self-compensation and trust compensation, equal compensation and multiple compensation, follows the principle of ＂whoever destroy compensates it＂. The ecological contribution follows the principle of contributing and sharing, with transferring payment by governments of upper level as the main compensation channel. The rational level of ecological compensation should be determined. |
