| Abstract: | It is inevitable in the construction of socialist country rule of law that ruling the country according to law rums into ruling the country both according to law and on the basis of virtue. It also shows that law and virtue are mutually complementary. The nature of socialism makes it possible and secure to rule the country both according to law and on the basis of virtue. |
