| 摘 要： | 根据2011年世界银行学会和美国传统基金会发布的数据，筛选出中国石油企业海外直接投资的33个国家风险因素；在运用SACE指数模型的基础上，结合中国石油企业海外投资的实际情况，引入地缘政治和“中国威胁论”因素，作了分析研究。提出，从企业层面以东道国发展差异分类应对风险，从政府层面应尽快组建与完善适合我国国情的风险评级机构和体系。

| Abstract: | 33 national risk factors of Chinese petroleum enterprises in the direct overseas investment are selected based on the data released by the World Bank Society and the American Legacy Foundation in 2011. Based on the application of the SACE exponential model, combined with the actual oversea investment situation of Chinese petroleum enterprises ,the factors about the geopolitics and the ＂China threat theory＂ are introduced and analyzed. Finally, it is proposed that the enterprises should cope with risks according to the development difference of host countries, and the government should establish and perfect the risk rating agencies and the system of our country as soon as possible. |
