辛亥前后湖南地方自治运动始于1908年，迄于1914年，可分为省、府厅州县、城镇乡三个级别。它扩大了湘省民众的政治参与，促成了湘省代议政治的出现，但也造成了不容忽视的地方自治风潮，如选举风潮、地方官与自治机构的冲突、由自治职员滥用职权而引发的风潮以及绅董权力之争等。

It expanded the political evolvement of Hunan people and accelerated the representative politics of Hunan province. And at the same time, a lot of chaos occurred in the election campaign, in the col- lision between local officials and local self - government bureaucracy, in the abusement of power by local self -government staff members and in the strugglement between the local gentlemen and the local self- govern- ment directors.
