| 摘 要： | 高校是培养中国特色社会主义建设者和接班人的重要阵地，高校党的基层组织建设具有特殊重要的意义。加强高校党的基层组织建设，使其切实承担起党章所规定的党的基层组织建设的职责，调动全体党员的主动性、积极性和创造性，充分发挥全体党员的先锋模范作用，密切联系广大师生员工，使高校党的基层组织真正成为富有影响力和凝聚力的坚强战斗堡垒，这对于在新时期推动高等教育改革和实现高等教育适度超前发展都具有重要的现实意义。
