中国和平发展战略视野下的海权建设

进入新世纪,中国政府逐步形成了和平发展的国家战略。在这一战略背景下,海权建设成为推动和制约中国和平发展的重要因素,事关中国的根本利益。当前,中国的海上战略形势严峻,海洋权益受到严重的侵害,大力推进海权建设成为中国目前面临的紧迫任务。我们应该把建设海洋强国作为和平发展战略的重要组成部分,实施海洋开发;积极运用外交手段妥善解决海洋权益纠纷;并积极建设一支具有强大军事威慑力量的蓝水海军。

Sea Power Construction under China's Peaceful Development Strategy

During the new Century,the Chinese leaders have gradually mapped out and perfected a state strategy of peaceful development for China.As a result,sea power construction has become an important factor promoting and/or restricting China′s peaceful development,involving China′s fundamental interests.Currently China′s sea strategic situation is grim and its maritime rights and interests have been infringed on severely.To vigorously promote its sea power construction is one of China′s urgent tasks,and to build China into a strong power on the sea and exploit the sea is an important part of the peaceful development strategy.And maritime rights and interests are to be solved properly through diplomatic means,and a powerful blue-water navy with military deterrent force is to be constructed.
