| 摘 要： | 在深入学习十七届三中全会关于新形势下农村土地制度改革战略部署的基础上，对推进我国农村土地制度改革所面临的主要困境进行较为系统的剖析，并围绕“效益”、“社保”和“配套制度”三个核心问题提出了相应的对策措施，包括：加大扶农力度，改进扶农方式，确保耕地经营效益；加快农村社会保障建设，促进农村土地社会保障功能向资本功能的转化；进一步消除城乡二元壁垒，推动农村劳动力转移；加强相关基础研究，规范农村土地管理。
