中国社会保障事业发展问题研究

改革开放以来，中国社会保障事业发展共经历了三个阶段，即以拨乱反正为重点的恢复和重建阶段、以社会保险为重点的改革和探索阶段、以统筹城乡为重点的全面发展和创新阶段。现阶段，中国社会社会保障事业发展在取得巨大成就的同时，也面临重重困难与挑战，需要尽快明确社会保障事业发展目标，真正给人民以稳定的安全预期；加快立法步伐，构建中国特色的社会保障法律体系；立足基本国情，优化中国特色社会保障制度；深化社保体制改革，理顺决策机制、监管机制和经办机制的关系；提高社保基金统筹层次，积极探索社保基金可持续发展模式等方面入手，促进社会保障事业健康发展。
