解放思想 把握机遇 加快推进北部湾经济区开放开发

当前,由于国际国内环境变化,我国经济社会发展面临着新机遇和新挑战。加快北部湾经济区开放开发也同样面临着机遇和挑战,概括起来就是"七有"和处理好"十大关系"。为此,应解放思想,着力创新,重点推进"六大体制"改革,即:推进行政管理体制改革,着力构建科学合理的经济区管理体制;完善现代市场体系建设,着力打造灵活高效的投融资平台;深化国有经济改革,着力培育充满活力的市场微观主体;健全统筹城乡发展的体制机制,着力改变城乡二元经济结构;建立资源节约和环境友好的体制机制,着力建设资源节约型和环境友好型社会;深化涉外经济体制改革,着力拓展开放合作新空间。

The development and opening-up of Beibu Gulf economic zone faces many opportunities and challenges. So Guangxi should emancipate the mind and implement innovation, and especially advance the reform of "six major systems". First, Guangxi should advance the reform of administrative management system and construct the scientific and rational system of the economic zone management. Second, Guangxi should improve the construction of the modern market system and build a flexible and efficient platform of investment. Third, Guangxi should deepen the state-run economic reform and foster the vigorous market micromechanism. Fourth, Guangxi should perfect the system and mechanism of the urban-rural coordinated development and change the urban-rural dual structure. Fifth, Guangxi should construct a resource-conserving and environment-friendly society. Sixth, Guangxi should deepen the foreign economic system reform and expand the new space of opening-up and cooperation.
