论我国服务型政府建设面临的现实困境

目前我国服务型政府建设存在着学者积极思索、公众冷眼旁观,中央政府积极推进、基层政府敷衍了事,理论上讨论热烈、实践中举步维艰的现实倾向.服务型政府建设的现实困境逐渐凸显,包括理论支撑薄弱,实践发展盲目；政治系统合力不足,行政改革孤掌难鸣；政府内部规划不足,地区发展参差不齐；基层政府能力不足,服务理念和能力严重欠缺；公众参与普遍不足,政府回应被动而有限；施政理念扭曲错位,职能转变严重滞后；评估体系不健全,政府改革动力不足；监督机制弱化乏力,问责难以常态化且权威性不足.要切实推进服务型政府建设,就必须系统解决和突破服务型政府建设的八大困境.
