| 摘 要： | 企业技术创新能力的提高是我国落实科学发展观发展经济的重要课题,国家推进 企业技术创新首先是我国经济发展新阶段的必然要求,也是国际技术创新发展新趋势的客观要 求。国家推进企业技术创新的实现机制包括:结合目标激励和利益激励在内的完善的激励机 制;含有领导制度、组织形式、产业政策等多项内容的良好运作机制;从教育体制变革开始重视 培养和培训技术人才、注重中小企业技术创新潜力的开掘,开展国际技术合作等方面的长远发 展机制。

| Abstract: | The development of technological innovation of enterprises is an important subject in carrying out economic development with the scientific development theory in China. On the one hand, it is a necessary requirement for the country to promote the technological innovation of enterprises in a new stage of economical development; on the other hand, it is also an external requirement for the trend of the international technological development. The realization of mechanism for the government to promote the technological innovation in enterprises includes the prompting mechanism, the operation mechanism and the long-term development mechanism. |
