提升科技成果转化能力是地方政府制定各项经济政策法规的重要目标之一，从政府的角度看，须努力做好四件事：培育和构建科技成果转化市场；制定保障科技成果转化各参与方利益的政策法规；发展和完善科技成果转化的中介服务体系；完善促进科技成果转化的长效激励机制。
