摘    要:农田水利是农业可持续发展中的一项重要工程,决定着我国农业的高质量发展,与国家粮食安全保障和农业现代化建设密切相关。然而我国农田水利存在农田灌溉条件和技术落后、管理机制不完善等问题,农业现代化建设和高质量发展与农田水利需求不足的矛盾逐渐凸显。从科学规划农田水利角度重新审视现代农业的农田水利建设内容、标准和功能,从建设高标准农田灌溉区方面推进高质量农业发展中的灌溉水源开源和节流技术推广,从市场化供给农田水利方面促进现代农业生产中农田水利管理效率将成为补齐农业高质量发展中水利短板的有效措施,使构建动态、全面和综合的现代农业体系成为可能。

Abstract:Farmland Water Conservancy is an important project in the sustainable development of agriculture,which is closely related to national food security and agricultural modernization construction,determines the high quality development of agriculture in China.However,it is more and more obvious that the irrigation condition and technology backward,imperfect management restricts the high quality development of agriculture.Re examine the content,standard and function of farmland water conservancy construction in modern agriculture from the angle of scientifically planning farmland water conservancy,promoting the extension of irrigation water source and saving technology in the development of high quality agriculture by constructing high standard Farmland Irrigation district,market based supply of farmland water conservancy to promote the efficiency of farmland water conservancy management in modern agricultural production,all of them are effective measures for high quality development of farmland water conservancy,and make it possible to construct dynamic,comprehensive and comprehensive modern agricultural system.
