| 摘 要： | 以追求民主和社会进步的地方自治，成为清末以来中国法制近代化进程中一项不可回避的内容。作为居于中国法制近代化鼎盛时期的南京国民政府，其自治之法律最完备而精密。然而，真正的地方自治制度并未来得及建成。本文拟就此问题作初步探讨和分析。

| Abstract: | Local autonomy,which aimed at seeking democracy and social progress,was an inevitable content in the process of legal modernization since the late Qing Dynasty.The Nanjing Kuomin government existed in the height of legal modernization in China,whose autonomy law was most mature and precise.However,there was no time enough for it to establish real local autonomous system.This paper gives a brief analysis on the legislation of local autonomy of Nanjing Kuomin government. |
