农民主体作用的发挥与新型农村合作医疗制度的可持续发展

农民不仅是新型农村合作医疗制度的重要认知主体,也是重要的参与主体,同时还是该制度的重要监督主体和受益主体。但实践中,由于受各种因素影响,农民的主体作用尚未充分发挥出来：一是部分农民对新型农村合作医疗制度能否实现可持续发展仍抱有怀疑态度,投资参合意愿并不强烈;二是部分参合农民在医疗服务利用方面存在＂道德风险＂,侵蚀了广大参合农民的权益;三是参合农民普遍存在＂搭便车＂心理,影响了参合农民监督职能的发挥。因此,要实现新型农村合作医疗制度的可持续发展,必须充分重视和发挥农民在新型农村合作医疗制度中的主体地位和主体作用,千方百计调动广大农民群众参与的积极性,并想方设法减少或避免参合农民的＂道德风险＂。
