人力资本流动的“马太效应”及政府的应对策略

文章对于人力资本地区之间流动的“马太效应”进行了初步探讨,分析了政府干预贫困地区人力资本投资的必要性,认为人力资本产权权能受到限制或被删除是造成“马太效应”的根本原因。政府应认真研究人力资本的产权权能并加以维护。在此基础上从转变观念和职能、加大人力资本投入、发展教育、人才战略和发挥NGO作用等五个方面提出了政府在解决这一关系经济发展全局性的问题上的应对策略。

Matthew's Effect on the Circulation of Human Capital and the Resistant Strategy of Government

The article makes basic discussion on Matthew's effect of the circulation in human capital regions.By analyzing if the government should intervene the investment of human capital in poor regions,it concludes that "Matthew's effect" is mainly caused by the restriction or deletion of property rights and interests of human capital, so our government should carefully research the property rights and interests and protect them indeed. On this basis, the article further points out that the government should solve the important problem that is relevant to the economic development from five aspects: conveying ideas and functions; increasing the human capital; developing education; changing the strategy of human capital: and using NGO, etc.
