| 摘 要： | 环渤海地区目前成为我国发展最为迅速的地区之一,区内的高新区更为区域发展提供了强大支持,运用模糊聚类分析的方法,通过高新区科技人才政策指标体系的构建,对环渤海地区十个高新区进行人才政策评价研究,并得到动态聚类谱系图,从而为各高新区的人才政策的制定或调整提供科学的依据。
