诚信、技术与农地制度安排

从农业合作生产制到家庭联产承包责任制、再到允许农地使用权的有限流转，这个过程实质上是一个农地使用权由高度公有到逐渐私有的过程。通过一个动态博弈模型，认为在采用传统的农业生产技术条件下，合作生产制会导致集体中的农民诚信缺失、偷懒行为盛行，家庭联产承包责任制的实施使得农业合作生产制中的激励问题不再是一个问题。不过现代化的农业生产技术引进会使农业产出增加，同时经济发展使得农民从事小规模的家庭联产承包责任制生产的机会成本上升，因此存在着推进农业规模化经营的强烈经济动因，而规模化经营要求农地集中使用，这必然要求农地使用权在一定范围内能够自由流转。

However, as modern agricultural production technology increases agricultural output, and the economic development increased the opportunity cost of farmers engaged in small-scale household contract responsibility system,there is a strong economic incentive for mass-prodction Of agriculture, which inevitably requires the right to use farmland can be freely traded within limits.
