大学基层学术组织存在问题的原因与对策

科研与高教分离的国家科技体制、以教学为主的大学职能定位、以教研室(组)为基本结构形式的传统基层学术组织体系和计划体制下中央集权性质的高等教育管理体制等的长期存在及其“惯性”影响是形成当前大学基层学术组织职能褊狭、运行不畅、缺乏自主权等问题的主要原因。优化和创新大学基层学术组织,应着眼于深化基层组织的结构性改革,大胆进行体制和机制创新,积极探索多样化的组织结构形式和多元化的组织职能,并为基层学术组织充分发挥学术自主性、自决性提供有效、完善的体制和机制保障。

College Grassroots Organizations of Academic Research: Problems, Diagnoses and Strategies

The problems that arise in college grassroots organizations of academic research,such as diminished functions,restricted operation,and lack of autonomy,are all attributed to the long-standing old system and its prolonged impact,including the national academic system that leads to separation of research from higher education,the orientation of higher-learning institutions to teaching,the traditional academic hierarchy that puts teaching and research groups as the basic unit,and the centralization-oriented management of higher education that characterizes the planned economy.Therefore,the optimization and innovation of college grassroots organizations of academic research should focus on a fundamental structural reform of these organizations,which means to encourage pioneering innovations in the system and explorations for diversified forms and multiple functions of the organizations,and to provide an excellent and effective mechanism for the greatest academic autonomy and freedom of these organizations.
