| 摘 要： | 入世和电力体制改革后，电力工业要打破国家垄断，逐渐形成电力市场、在管理上由国家政府管理向电力行业管理转变。在电力工业管理中．要充分发挥电力行业协会的作用，就必须对电力行业协会的功能进行科学合理地设置，并建立相应的保障体系。

| Abstract: | After China's entry into the WTO and the systematic reform of the electric power industry, the industry won't be a government monopoly and an electric power market will be formed step by step instead. Therefore the government should hand over its management of the industry to the electric power guild, the functions of which should be set in order to bring fully into play its effects. A corresponding ensuring system of the guild must be worked out as well. |
