| 摘 要： | 新农村建设真正意义上的主体应该是农民。由于历史因素和农村体制的改革,使农民的社会资本萎缩,农民的合作能力低下,无法实现新农村建设的主体功能。从加强农民的公共精神教育、培育农村社会组织、规范基层政府行为着手,提升农民合作能力,增加农民社会资本存量,是建设社会主义新农村的必然选择。
