党内权力制约协调机制构建的四原则论析

党内权力制约协调机制的构建应遵循放权原则、分权原则、确权原则和限权原则。中央应该向地方尤其是向基层下放权力，将扭曲的权力授受关系复位。决策权、执行权、监督权应有明确的行使主体，三权的分工要科学、适度，三权以及每一种权力内部的次级权力的边界应该明确、清晰。分权之后，所形成的各级权力体也应该受到限制，构建起“以权力制约权力”，以“权利制约权力”和以“社会制约权力”的多元限权体系。

On the Four Principles of Constructing the Mechanism of Power Restriction and Coordination in the CPC

The principles of power‐decentralization ,power‐separation ,power‐clarification and pow‐er‐restriction should be followed in the mechanism construction of power restriction and coordina‐tion within the CPC .The central government should decentralize its power to the local govern‐ments esp .those at the grass roots level and reset the distorted relationship of power giving and receiving .There should be three explicit executive bodies for the right of decision‐making ,en‐forcement and supervision respectively ,w hose division should be scientific and moderate and whose boundaries and those of their inner lower divisions should be definite and clear .After the power seperation ,the power‐holders at all levels should also be restricted so that a multileveled power‐restriction system of “power restriction by power” and“power restriction by society ” can be constructed .
