| 摘 要： | 本文从上海市老龄化的现状出发,分析探讨了对上海市困难老人实行补贴的必要性、实行补贴的目的与意义以及它的可行性。本文同时也对向困难老人提供补贴的运行机制进行了研究,提出了具体的操作方案。

| Abstract: | Several problems are discussed in this thesis in terms of the current situation of aging in Shanghai. The problems include the necessity, purpose and possibility of offering allowance to the poor old man. The author discusses the operating mechanism of offering the allowance and the concrete operation scheme are put forward at the same time. |
