| 摘 要： | 纵观我国国有资本运作模式的演变可得出构建新型的国有资本运作模式的基本思路，应是遵循价值型管理、股权化配置、市场化流动的原则，盘活国有资本，使国有资本保值增值。目前国有资本三级授权经营模式仍有待改进与完善。“国民投费基金”运作模式可作为我国国有资本运作的目标模式。

| Abstract: | The basic thinking of building the new processing model of national capital can be derived from its evolution in China. It is to abide by the principle of value- oriented management, allocation according to share rights and flowing to market so as to make national capital alive and retained and added. At present, the three-level authorized operating model of the national capital still leave some space to be improved, while the processing model of “National Investment Funds”can be regarded as aim processing model of national capital. |
