| 摘 要： | 我国高校科技成果转化率十分低下，不利于经济的健康发展。分析我国高校科技成果转化率低下的原因，不难发现，我国法律制度存在着诸多错误和不足。本文通过对国外高校科技成果转化过程中政府立法经验的分析借鉴，最后提出提高我国高校科技成果转化率的立法建议。

| Abstract: | The ratio of the transformation of scientific low at present in China, and a large number of them still and technological achievements is still very stay on the paper. This paper analyses the reasons of the problem from legislation environment, also analyzes the government law making in the process of sci-tech research achievements transferring in other country universities. At the end, some legislation measures about promoting the transformation of scientific and technical achievements are given. |
