在经济全球化加速发展和新的国内宏观经济环境下 ,西部以资源禀赋为导向的产业发展战略面临严峻的挑战。培育西部产业竞争优势的基本思路是 :发挥比较优势 ,发展特色产业 ,以实现资源优势到竞争优势的转换 ;发挥后发优势 ,发展高新技术产业 ,以实现产业的跨越式发展 ;以加入WTO为劳动密集型产业拓宽发展空间为契机 ,大力发展劳动密集型产业 ,并努力实现从一般劳动密集型到劳动·技术密集型、劳动·知识密集型转换。优化产业组织、着力培育企业竞争优势、坚持开放带动 ,构建开放型产业结构、开发人力资源 ,提高人力资本积累等是实现西部产业竞争优势的关键举措。

Strategic Choice and Methods for Western Industry in Times of EconomiC Globalization

Under the new domestic environment of macro economy, as economic globalization speeds up, the industry in West China, which are mainly based on the natural resources, is facing severe challenges. The basic ideas to improve their competition are: transforming resources advantages into competition by making most of comparative advantages and developing characteristic industry; realizing leaping-like development of the industry by developing hi-tech industry; transforming labor-intensive industry into labor, techniques and knowledge-intensive one by making most of the opportunity created by the entry into WTO. The measures to realize these goals are as follows: bettering industrial structure, promoting competition, sticking to open-door policy, establishing open industrial structure, exploring human resources, and accelerating human capital.
