| 摘 要： | 20世纪六七十年代以来,西方民主理论研究中出现了参与式民主理论复兴的潮流.在批判和反思自由主义代议制民主的基础上,参与式民主以公民参与为理论核心,在公民参与领域上,倡导将公民参与引向公共领域,促进个人利益与公共利益的融合;在公民参与层级上,倡导扩大基层公民的直接参与,促进民主"自上而下"和"自下而上"双向循环的实现;在公民参与方式上,倡导公共讨论协商,促进参与主体间的利益协调和共同合作.参与式民主在代议制民主的基础上扩大了直接民主的有效范围,从公民参与的领域、层级以及实现方式等方面明确公民参与的制度设计,提升了参与式民主的现实可行性和操作性. |
