还大学以学术机构的属性

越来越卷入社会事务中的大学不再只是传播和创新高深知识的场所，它既需要保持学术的创新力和活力。也需要接受行政权力的监督和管理。在我国，随着政府对高等教育的投入大幅增加，行政权力对大学干涉也越来越多，导致了大学“行政化”的倾向。面对大学“行政化”带来的一系列弊端，“去行政化”的呼声越来越高。还大学以学术自治和自由，把学校当学校办则是“去行政化”的本质。

And giving academic freedom and autonomy to universities and treat them as an academic institution rather than an administrative one is the essence of de-administration.
