| 摘 要： | 从整体上看,流动党员的管理无论是在管理思路上还是在管理方式上仍没有走出计划经济时代以单位管理为主、以行政管理为主的被动状态。构建流动党员动态管理机制的主要措施：创新工作思路,党员动态管理应以遵循科学发展观为基本原则;探索有利于党员动态教育管理的有效方法;实施科学管理,健全有利于党员动态教育管理的长效机制。

| Abstract: | The passive state of the management of mobile Party members in the planned economy has not ended, in which they are managed mainly by the organizations they work for through administration. The major measures to construct a mechanism for the dynamic management of mobile Party members are as follows ： making innovations in management by adopting the scientific concept of development, exploring the effective method for the management, exercising scientific management to improve the long-term mechanism for the management. |
