创建区域站是黑龙江省基层农技推广体系创新的必由之路

黑龙江省基层农业推广体系长期以来对促进农业经济的持续发展做出重要贡献。但新形势下原有基层农技推广体系制约了农技推广公益性职能的发挥，且不能适应农业发展的需要。通过区域站建设，承担农技推广公益性职能，就成为改革创新基层农技推广体系的一个必由之路。本文阐述了黑龙江省基层农技推广体系创新中创建区域站的必要性，对山西、甘肃、河北等省份县级区域性站建设的经验进行了分析，提出了黑龙江省区域站建设的基本思路。

Regional Station For the only Path of Innovation of the Primary Agricultural Extension System in Heilongjiang Province

In Heilongjiang province the primary agricultural extension system makes an important contribu- tion for the sustainable development of agricultural economy.But in the new situation the public welfare func- tion of the agricultural extension is stricted by the old primary agricultural extension system,and it couldnot suit the needs of agricultural development.Regional station undertakes the public welfare function of the agri- cultural extension,so it becomes the only path of innovation of the primary agricultural extension system.The paper states the necessity of founding regional station of the primary agricultural extension system in Hei- longjiang province.The writer analyzes the experience of the regional station construction in Shanxi,Gansu and Hebei province,and puts forward the basic thought of the regional station construction in Heilongjiang prov- ince.
