工会对劳动者收入的保障作用探讨——以初次分配为基础

“劳动生产要素分配系数”有效地反映出我国初次分配不公平．劳动者收入低的社会问题。其原因在于我国工会组织缺乏独立性和代表性，制约我国集体谈判制度的实施，因而工会对保障劳动者收入方面的作用甚微。让工会对劳动者收入发挥作用，提高劳动报酬在初次分配中的比重，就应该增强工会的独立性、提高基层工会的组建率，促进我国集体谈判制度的实施。让工会更加有效地保障劳动者权益，提高我国劳动报酬在初次分配中的比重、提高居民收入在国民收入分配中的比重。

The Effect of Labor Union on the Laborers' Income——Based on the Primary Distribution

The distribution coefficient of factors of labor production" obviously reflects that the primary distribution is unfair and that the laborers' income is very low in our country.The reason is that the labor union is not independent and representative,which restricts the implementation of the collective bargaining system.Thus the union has little effect on the laborers' income.In order to play the labor union's role in increasing laborers' income and increase the proportion of the labor remuneration to the primary distribution,the labor union should be independent,its organizational rate should be improved,and the implementation of the collective bargaining system should be promoted.The union should protect labors' rights and interests more effectively,and increase the proportion of labor remuneration to the primary distribution and that of people's income to the distribution of national income.
