改革：从以物为本走向以人为本

三十多年来,我们在发展中所遇到的诸多难题,实际上在一定程度上反映了以往改革在某些方面的不成熟、不完善。因此,为了贯彻落实科学发展观,实现又好又快的科学发展,就必须进一步完善改革,倡导一种科学的改革观。科学改革观的鲜明标志,就是要实现改革实践在价值取向上由＂以物为本＂向＂以人为本＂的重大转变。
