| 摘 要： | 无线电频谱资源在各个行业领域的使用价值并未受到相应的重视,如何有效地测量无线电频谱的价值贡献,从而更好地发挥无线电频谱的作用,成为无线电管理部门日益关注的焦点。通过制定无线电行业划分标准,将使用无线电资源的行业进一步划分为无线电运营行业和非无线电运营行业,构建一个较为完善的无线电频谱经济价值评估体系,并对通信行业和无线电广播行业中无线电频谱给国家国内生产总值（GDP）带来的直接经济贡献进行了实证分析,为无线电频谱资源的合理定价和充分使用奠定了理论和实践基础。 |
