| 摘 要： | 发展中国家在现代化的过程中都面临着艰巨的反腐败任务。治理和反对腐败，从归根结根的意义上说，是通过控制掌权者对权力的行使达到权力公共运行的目的。控制和制约权力不是依靠人治而是要找到控制权力非公共运行的机制和模式，这就是依法治国、政治权力运行的法治化。

| Abstract: | In the process of modernization,developing co untr ies are all facing an arduous task of anti corruption.Fundamentally,dealing wit h and fighting against corruption is to keep the public power running publicly by controlling the power holders in exercising it.To control and check the power, w e should find a mechanism and pattern to prevent the non public operation of po wer,which is governing a country by law and legalized operation of power,rather t han rely on personal rule. |
