论我国政府危机管理存在的问题及其系统构建

现代社会已进入危机频发、破坏性升级与国际互动发展时期,政府危机管理是摆在各个国家、各级政府面前的一个重要而紧迫的课题。对于转型期的中国社会,如何处理社会危机事件将直接关系到政府的形象,也直接影响着国家政治经济的稳定和发展,进而关系到国家政权的生死存亡。针对我国政府危机管理的脆弱性,构建一个能应对各类危机的现代政府危机管理系统是这一课题的关键。

On the GCM Problems in China and Its Construction of GCM System

The society today has entered a period during which crises happen frequently, their destruction escalates and their international interaction develops. Thus GCM (government-crisis-management) becomes an important and compelling task for all countries and all levels of government. For China, which is in its transitional period, the management of social crises will have a direct bearing on the image of the government, influence the political and economic stability and development of the country, and therefore will determine the existence of the State power. In view of the frailty of GCM in China, a key issue is to construct a GCM system which can cope with all kinds of crises.
