农民专业合作社治理结构研究

治理结构是农民专业合作社高效运作的基础和保障。我国目前农民专业合作社数量扩张很快,但在内部治理结构上存在许多问题,致使合作所带来的规模效应和互补效应为合作社内部的摩擦效应所抵消,合作社的组织资源未得到充分发挥。为确保农民专业合作高效运作,在治理结构设计上要充分重视不同成员的能力差异与利益关系,区分两类决策类型并赋予不同的投票权,设立独立监事以加强合作社内部的监督与制衡。

On the Governance Structure of Peasants' Cooperatives

Governance structure is the basic guarantee for highly efficient operation of peasants’cooperatives.The number of peasants’cooperatives in China increases quickly,but there are many internal problems in their governance structure.The friction effect ofthe cooperatives will offset the scale effect and complementary effect, as well as the advantage of cooperatives.Research results show that in order to ensure that the professional peasants’cooperatives operate efficiently,we need to give full attention to the differences in abilities and interests of different people,distinguish between two types of decision-making and give different voting rights. Besides,in order to strengthen internal oversight and balances of cooperatives,establishing an independent supervisor is necessary.
