论"入世"后"过渡期"的社会主义精神文明建设

“入世”后“过渡期”的精神文明建设,挑战更甚于机遇。在“入世”前过渡期,我国的精神文明建设主要致力于为经济“入世”服务;进入“后过渡期”,要针对前过渡期的不足,着重抓好五个方面的工作:(1)坚持理论和实践相结合,逐步熟练掌握和运用世贸知识、特别是“WTO”规则。(2)坚持网上和网下相结合,加强网络文化建设,有效消除网络负面效应。(3)坚持原则性和灵活性相结合,在扩大世界交往和发展空间的同时,坚定地走中国特色社会主义道路。(4)坚持积极引进和科学管理相结合,充分利用境外条件发展中国教育,并逐步健全和完善教育服务规范。(5)坚持积极交流和科学选择相结合,促进中外进步文化相互融合,建设中国特色社会主义先进文化。

On Socialist Ideological and Ethical Progress in the Transitional Period after China's Entry into WTO

The socialist ideological and ethical progress in the transitional period after China's entry into WTO faces more challenges than chances. It is aimed at serving the economy for China's entry into WTO in the transitional period before China's entry into WTO. In the latter part of the transitional period, we should emphasize the following five parts; 1. We must insist on the combination of theory and practice, then gradually master and apply the knowledge of WTO, especially the rules of WTO. 2. We must insist on the combination of inside and outside Internet so as to develop the culture of Internet and eliminate its negative effects. 3. We must insist on the combination of principle and elasticity to stick to the socialist road with Chinese characteristics when we are broadening and developing the communications with the outside world. 4. We must insist on the combination of import and scientific management to develop Chinese education and gradually perfect the norm of education services. 5. We must insist on the combination of active communication and scientific decision to promote the merge of home and abroad cultures and develop the advanced socialist culture with Chinese characteristics.
