| 摘 要： | 研究表明,中国古代北方草原游牧民族进入文明时代的时间较以前认定的时间提前了整整一代人.按照建立政权后控制区域大小并适当考虑历史发展先后的原则审视其中有代表性民族的政治文明内涵及形成过程,许多体制、组织机构设置和管理方式,都为我们今天促进民族团结,建设现代政治文明和现代化,建设社会主义和谐社会提供了可兹参考和借鉴的重要经验.

| Abstract: | It is verified that the time of ancient prairie nomad in North China coming into civilization is put forward to a whole generation before. According to the region controlled by the regime and concerning the sequence of history, we view the connotation and formation of the political civilization of the typical nationalities, and find that many systems and institution setting as well as the administrative modes will provide us with reference and experiences in strengthening national unity, constructing modern political civilization and modernization, constructing the socialist harmonious society. |
