浅议“主辅分离”改革与提高铁路核心竞争力

在市场经济条件下,提高企业的核心竞争力是企业成功的关键。针对我国铁路垂直一体化管理;政企不分,行业性垄断;"大而全"、"小而全",企业办社会的自身特点,同时借鉴新西兰的铁路改革经验,要提高我国铁路核心竞争力的关键应采取"主辅分离"方案。以突破传统管理体制的束缚,加快非运输业的分离分立,剥离辅助,精干主体,降低成本,这样才能使铁路运输业更好地参与市场竞争,取得更好的经济效益。

On the Reform of Separating Enterprises from the Institution and the Improvement of the Core Competitive Power of Railway

Under the condition of market economy, improving the core competitive power of the enterprise is the key for the success of the enterprise. In view of the vertical and integrated administration of China's railway industry, the administration system combining functions of enterprises with the government, the trade monopoly, the pursuit of "great and whole" and "small and whole" by the enterprise, the social functions performed by the enterprise, and on the basis of the experience of railway reform of New Zealand, the paper argues that the key to the improvement of the core competitive power of our railway industry is to adopt the scheme of separating enterprises from institution. This scheme aims at shaking off the fetters of conventional administration system, speeding up the separation of non-transportation enterprises from the railway transportation enterprises, striping off auxiliary units, streamlining the main body and reducing the cost. Only by doing so can railway transportation enterprises join the market competition better and gain greater profits.
