论党管干部与公共部门人力资源管理的和谐

公共部门实行人力资源管理是时代的必然趋势,它同时也对传统的党管干部方式提出了时代挑战。党管干部的现行方式对公共部门人力资源管理的制约体现为:传统党管干部方式存在的理念误区束缚了公共人力资源管理的发展,党对干部选任的过度干预抑制了公共人力资源管理部门对人才的合理利用,党的组织部门的职能不规范影响了公共部门人力资源管理的独立性。党管干部与公共部门人力资源管理本质上是和谐的,应该在坚持党管理干部原则的基础上,推进公共部门的人力资源管理。

On the Necessary Harmoniousness between the CPC's Management of Cadres and the Human Resources' Management of P.R.Department

It is an inevitable trend for public relations(P.R.) departments to carry out human resources' management and thereby,a landmark challenge has been thus given to the current mode of the CPC's management of cadres,which has exercised its restraint upon human resources' management of PR departments in such ways as that the theoretical mistaken idea in the conventional mode of the CPC's management of cadres hinder the development of the public human resources' management,that the undue interposition of the organizational sectors of the CPC about the selection an appointment of cadres impedes the reasonable utilization of talented personnel of the human resources' management departments and that the abnormal functions of the CPC's organizational sectors affect the independent management of the human resources in the PR departments.Actually,in essence,the CPC's management of cadres and the human resources' management of PR departments are harmonious and therefore,it is imperative to promote the human resources' management of PR departments on the basis of insisting on the principle of the CPC's management of cadres.
