论安徽抗日根据地的民主政治建设

安徽抗日根据地的民主政治建设在政权制度建设、民主法制建设、民主思想的普及教育等方面都取得了巨大成就。在抗日民主政权的建立与完善上,一是实行真正普遍平等的选举制度,二是在政权体制上推行参议会制,三是在政权机关人员组成上推行“三三制”;在民主法制建设上,首先是通过立法以规范和保障抗日民主的政治权利,其次是加强抗日民主政权的司法制度建设,此外,在司法与行政执法活动中积极创新与发展;在民主思想的普及教育上,一方面充分运用多种形式与方法进行抗日民主的宣传教育,并组织民众进行各种广泛的政治组织活动,另一方面则以党政干部的民主作风与民主精神去影响和教育群众。抗日根据地的民主政治建设具有鲜明的开发性与创造性。

It had made a great achievement in the democratic politics construction of the anti-Japanese base area of Anhui in such aspects: institutional improvement of regime,democracy and legal system building,universal education of the democratic thought and so on.On the founding and completing of anti-Japanese democratic regime,first,it implemented generally equal electoral systems really;second,Pursued the representative system of joining on the form of government;third,pushed the "three and three" on the composition of personnel of state power.In democracy and legal system building,it ruled and ensured anti-Japanese political right of democracy through legislating at first;Then it strengthened the judicial institutional building of resisting against Japan of democratic regime;In addition,it innovated and developed in the administration of justice and administrative law enforcement activities actively.On the universal education of the democracy thought,it used various forms and methods to carry on propagation and education of resisting against Japan fully,and organized people to carry on various extensive political organization activities;on the other hand it influenced and educated the masses with democratic work-style and democratic spirit of the cadre in the government and the Party.It has distinct exploration and creativity on the democratic politics of the anti-Japanese base area building.
