和谐校园构建中突发事件应对机制研究

高校突发事件应对机制的建设是和谐校园建设的必然要求。本文基于突发事件周期性发展的一般规律,把高校突发事件形成过程划分为潜伏期、爆发期、处理期三个阶段。通过研究高校突发事件每个阶段的特点,确立相应的预警机制、应急机制、善后机制,进而建立较为完备的高校突发事件应对机制。

Study on the Coping Mechanisms of the Unexpected Events in Colleges and Universities in Building up Harmonious Campus

The coping mechanism of the unexpected events in colleges and universities is an inevitable requirement in building up harmonious campus.Based on a general law of geographical environment about the unexpected events,this paper divides the forming process of the unexpected events in colleges and universities into three stages: the incubation period,the explosion stroke,the processing time.By studying the characteristics of each stage,We need to establish the corresponding mechanism,constituted by three parts: the early-warning mechanism,the emergency mechanism,the repair mechanism.Then we can establish a more complete coping mechanism of the unexpected events in colleges and universities.
