| 摘 要： | 加强和创新社会管理,是协调社会利益、化解社会矛盾、增进社会和谐的必然要求。湖南省顺势而为,创造了推进社会管理法治化的改革路径,促进了政府社会管理从"管制"向"服务"、"全能"向"有限"、"刚性"向"柔性","实体"向"程序"的转变,为创新我国社会管理提供了一条具有参照意义的新路。

| Abstract: | Strengthening and innovating social administration is the inevitable requirement of harmonizing social interest,resolving social contradictions and promoting the harmonious society.Hunan Province has taken advantage of opportunity and created path of "Rule of Law",which has promoted the conversion from "regulation" to "service",from "omnipotence" to the "limitation",from "rigidity" to the "flexibility" and from "substantiality" to "procedure".It has offered a new way used for references for innovating social administration of China. |
