公共危机管理与政府职能完善

政府积极应对公共危机,提高避免和驾驭各种风险的能力,是政府职能完善的一个重要方面。为了回应政府公共危机管理面临的挑战,我国政府应采取切实有效的措施,全方位地加强公共危机管理。政府的应对之策有:建立政府危机管理的预警机制,增强对公共危机的可预见性;建立快速反应机制,强化危机发生后政府处理危机的能力;建立处置危机的权威机构和相关体制,提高公共危机管理的科学性;动员全社会参与危机救治,增强社会认同;加强信息流通,提高政府公信力;加强法制建设,使公共危机管理法制化。

Public Crisis Management and Transformation of Government Function

It is one of the important aspects of government function transformation that government responds to the public crisis actively and enhances the ability of avoiding and reining all kinds of risks. In order to answer to the challenges which government's public crisis management met, our government should take some effective measures to strengthen overall public crisis management. The countermeasures put forward by the author are: establishing the public crisis management's mechanism of presentiment to improve the predictability of the public crisis; establishing the mechanism of rapid reactivity to enhance the ability of dealing with the crisis after it happens; establishing the authoritative organization and correlative system of treating with crisis to reinforce the scientificnature of public crisis management; mobilizing all the society to participate in curing crisis to improve the social identification; promoting the circulation of information to improve the credit of government; strengthening the construction of legal system to legalize the public crisis management.
