政府扁平化:概念、问题与展望

改革开放以来,面对政府规模的扩大、财政压力的加剧、社会问题的增多和政府效率的低下,如何通过政府扁平化解决问题和矛盾、提升政府效能、促进政府整合、形成政府发展的合力,成为行政管理领域关注的重要课题。通过系统梳理政府扁平化的学术背景与研究脉络、内涵界定和理论地位、逻辑起点和影响变量、实现路径与变革阻力,从而展现出政府扁平化研究的学术图景。政府扁平化的研究从无到有彰显了学术界对实践问题把握的敏锐性和开放度,但由于政府扁平化的研究起步较晚,在概念界定、理论发展、研究路径和实践运用等方面还有待于进一步深入挖掘,以使政府扁平化理论体系臻于至善。

Lean Government: Concept, Problems and Prospects

Thirty years of reform and opening up has seen enormous progress in government service as well as major problems,such as tremendous expansion of government’s size,pressure on public finance,steep rise in social problems,administrative inefficiency.How to cut out government waste and inefficiency,improve service and provide more value for investment through implementing Lean Government has become a major subject area in public administration studies.This paper summarizes the academic background to and research context of Lean Government,its definition and theoretical importance,its logical starting point and relevant variables,its paths to accomplishment and the hurdles therein,so that we can attain a macro-academic landscape of Lean Government.Research about Lean Government shows the academia’s engagement of practical issues,but because its rise is a recent development,much is yet to be done regarding its definition,theories,research methodology,and its applications.
