| 摘 要： | 建立普遍的人权文化,促进人权的普遍尊重和实现,是联合国许多文件宣示的人权教育目标,也是所有国家和人民共同肩负的使命。普遍人权文化的建立有助于促进人权的普遍尊重和遵行,也具有重要的道义、法律和文化基础。国内和国际社会的全体成员应当积极开展人权教育,并借助其他必要措施,促进普遍人权文化的建立。在这一领域,中国政府和民间力量应该也能够作出重要的贡献。
