Enterprises＇ and governments＇ failure to take their environmental responsibilities during industrial trans- fer leads to aggravating farmland soil pollution in Midwest China. One reason for this is the imperfection of the relat- ed legal system. Legal countermeasure can be found by seeking for the legal reason of the aggravating farmland soil pollution in industrial transfer undertaking areas. On the one hand, the nation should reinforce environmental and legal responsibilities of enterprises and governments, improve legal system of the prevention of farmland soil pollu- tion and adopt the diversified punishments and relief measures to perfect the legal accountability system. On the other hand, farmers＇ participation in the prevention of pollution should be encouraged, and their environmental par- ticipation rights must be protected. The rigidity of policy of undertaking industrial transfer should be strengthened in order to undertake industrial transfer scientifically and prevent pollution transfer effectively.
